Staff backs up this claim by claiming that the plant will be the first solid waste disposal initiative in the United States and that it will be operational by 2020, as the City of Phoenix aims to minimize landfill waste by 40%, which ensures it will be able to generate 110,000 tons of waste annually. Staff‘s purpose is to emphasize the objective of the facility by 2020 with respect to waste reduction in order to attain the sustainability goals to attain zero waste come 2050 (p.2). Based on the nature of the article, Staff establishes a passionate relationship with all audience since the language is not only simple but also easy to understand issues related to waste reduction so as to achieve sustainability objective.
